I have played dragonball z games before but had no humor or anything to make your day better.
Well getting to the point her more suggestions

-Have starting your day section here you post funny things to start someones day
-In-game: Have planets in the game like Tutorial Planet
-Have New Tech's that havent been seen in the game
-Custiomable Clothing be able to change the colour of yours
- Do not make this game P2P FOR ITEMS Or Sub
-Have an Anti-lagg
-Dont Put Many Quests for Begginers
-Have Party's and Guild to make it fun to play with others
-Have Tournments
-Have aging in the game, i think that will be unique about this game for example have Child teen and Adult
-Have Classes like for Nameks their's Fighters and Medics
-Have Jobs to do
-Have fun Mini Game's where you can win stuff that has something to do with the game
-Having Rankings like to see whose best in there race, class and in the world ranks
-More to come

One day i had dream a new RACE! Yes a new race it would also make this game more unqiue and customisable.So this my idea and it will be in the game not matter what xD

-So your Probably wandering if theres a new race they must have planet?They do its planet Neo and looks like this.

-Admins can be kings on the planets
-Have more Rankings Instead of just Admins, MODS AND Spriters.

why would you want more rankings for? Its just a rank it doesn't make you any better.

-Don't know what you mean by this, is tihs for on the forum? I think we have enough sections.
-We will have planets, but real planets, like Earth, Vegeta, Namek, etc.
-We will have original attacks.
-It has paperdoll, and there will be alot layer like Headgear, jacket, shirt, pants, boots, hands, weapon, etc. Many outfits will be in different colors, so oyu can choose one from those.
-No, it will be free to play, we may make an item store for special clothes, furniture, hairstyles, etc. but these wont add stats, so it will be just so you can have something very original.
-We try to have as less lag as possible, but every game can have lag.
-Why not? Doing quests is always fun, especially as a beginner, its an easy way to get stronger.
-There will be both Party's and Guilds, we want everyone in the game playing together.
-There will be tournaments an such, hopefully once a week, origanised by a GM.
-Why does everyone wants aging? Whats fun about that? I dont like the idea, and I dont see the point, so I think there isnt much chance it will be added.
-We will have different classes like Nameks, Saiyans, Humans, etc. and they will all b different at the beginning: Siyan will be more strength and attack orientated, Nameks more Regen/health and Ki orientated, etc. But you can make them a fighter or a medic by spending your experience on the stats that make them a fighter/medic. So you can do that while playing the game.
-Ermm...There will be quests?
-This is like the tournaments, GM's will organise these things too.
-There probably will be an overall ranking, who has the highest level/powerlevel. We might add specific rankings later.

About the new race, we might do that, as long as its an original race, isnt better then other races (so not 8 transformations) and it has an original/kewl look. There also needs to be a way better discription then.
Now, your other suggestions:

-Admins are just there to check if everything goes allright, no-one cheats or just is freakin annoying, organise events, etc. Kings will probably be NPC's, or good roleplayers.
-Why? There will only be GM's, the rest will be players. I dont see the point. I assume this is about the game?
